Where do Bishops design their Heraldry?
Is there some sort of person involved in the formulation of the symbols or does the Bishop himself takes the initiative to choose the symbols?
Are there any websites with an accurate list of ECCLESIATICAL symbolisms?
I placed emphasis on the Ecclesiastical because I found some sites which offer secular meanings
 
They design their own, yes. At least in this locale, from standard and well known symbols.

Are there any artists who are popular go-to guys for ecclesiastical heraldry? The bishops present their design ideas to artists, and I would imagine the artists suggest some artistic design suggestions as well.

I can easily imagine a new bishop-elect being asked who he wants to have draw his heraldry, and saying, “I have no idea.” And whoever is talking to him might probably say, “Well, most of your fellow bishops go to this guy (or gal),” or the bishop-elect might ask a previous bishop who *he went to, and then go to him (or her). Once there, I could easily imagine the artist saying, “What do you want on your shield,” and the bishop-elect saying, “I’m not sure, how much should there be? What do we usually put on them?” Because this stuff isn’t exactly common knowledge.
