EF sacraments and sacramentals in vernacular

Does anybody know which sacraments and sacramental in extraordinary form (Rituale Romanum 1962) can be administered in vernacular?
For example,I was quite surprised at Chartres pilgrimage when a French priest (probably FSSP) gave me absolution in French or a German SJM priest in German.
I was checking this at www.sanctamissa.org but that was not so clear.

At 1962, both the French and the Germans had significant permission for the use of the vernacular - far more than most of the major Anglophone countries. England and Wales’s was the most meager, followed by the USA’s. Use of the vernacular is according to the Collectio Rituum approved for each country - in the USA that would be the Collectio Rituum of 1961. This allows the vernacular for part of the rites of baptism, unction, marriage and funerals.
