Is holiness active or passive?

In other words, do we need to put forth effort to become more holy, or do we merely need to stop “running” from God?

It is both. We are to actively cooperate with the graces God gives us, but he also feeds us without any effort from us as we remain faithful. As it says in Psalm 127:2:

It is vain for you to rise up early,
To retire late,
To eat the bread of painful labors;
For He gives to His beloved even in his sleep.

Cooperation with God’s grace grants us more grace. This is not working for our salvation, for the Psalmist clearly tells us that is a vain effort. Rather, God grants graces to those who actively seek his graces, adding grace to grace as we are faithful.
