EMHCs: what do you do when there is simply way, way, WAY too much Precious Blood left over?

The person or persons who give the Precious Blood to the congregation. It’s not anything different or special. An EMHC may be asked by the priest to offer either the Hosts or the Precious Blood. If there is a deacon, he is the ordinary minister of the Chalice, but there are usually also laypersons who also give the Precious Blood to the congregation.

I don’t understand the use of the word chalice. Isn’t the deacon still an ordinary minister of Holy Communion? Is it common to call him the minister of the chalice?

Minister of the chalice is not a title. It describes what a deacon does. From the GIRM:

After the priest’s communion, the deacon receives under both kinds from the priest himself and then assists the priest in giving communion to the people. But if communion is given under both kinds, the deacon ministers the chalice.
