Is it mortal to encourage abortion? What if the persons not pregnant is it still mortal?
 
Yes to both - one way to be complicit in a sin is by advising or counselling others to do it. One who does so incurs at least as much moral guilt as the one who actually does the sinful act.

In the same way as advising or counselling someone to commit a crime makes one liable to the same guilt and punishment as the one who physically does it.

Whether the person is pregnant or not makes not the slightest difference to the sinfulness of the act.
 
Yes – to both – it would make you participatory in this sin. It would be a sin to be confessed and repented.

It is a sin, but whether it is mortal or venial depends on a variety of factors and the fact of the person being pregnant or not does not help to mitigate those factors.

Now keep in mind I am just providing the following for informational purposes, the priest is the judge of the action not me.

For a sin to be mortal, three conditions must together be met:
  • Grave matter is specified by divine law (Ten Commandments) and the ultimate end of man.
  • *Full knowledge *is knowledge of the sinful character of the act, of its oppostion to God’s law.
  • *Complete consent *is a consent sufficiently deliberate to be a personal choice.
To gain a better understanding of mortal and venial sins you can refer to the Catechism of the Catholic Church 1854 - 1860 and 1874.

If you are knowlegable of church teachings, I would say that you are in a state of mortal sin, and your best bet is to go to your priest and participate in Sacrament of Reconciliation. As I said before, he would be the best judge of the situation and it is a serious situation.
