I have searched past postings and could not locate the answer to this question:

What effect, if any, does it have on the validity or licitness of the Sacrament of the Eucharist when during Mass the priest asks the Holy Spirit to come down upon these gifts to change them into the Body and Blood of our Lord Jesus Christ, but he does not lay his hands over the gifts or make the Sign of the Cross over them.

If you could provide a reference to a Church document that contains the answer, I would greatly appreciate it.

I’m not sure where you would find documentation on this. Prior to Vatican II there was a guide for saying the Mass, and it listed virtually everything the priest could do wrong and whether it was a mortal or venial sin. There is no such documentation since Vatican II.

While the rubrics make it clear that the hands are to be extended at this point, failure to do so would not render the consecration invalid. In fact, it’s probably not even illicit since there could be many valid reasons for such an omission (and I make that statement having had surgery on my shoulder a month or so ago).
