Episcopal Consecration

Could a bishop-elect, if he or his future diocese wants him to have an episcopal consecration in the Roman Rite of the Extraordinary Form, could he have it?

I’d assume he’d have to receive permission from the Congregation of Bishops or the Pontifical Commission Ecclesia Dei.

I’d was just wondering as Bishop Rifan of the Apostolic Administration of St. Jean Vianney in Brazil was consecrated by Cardinal Hoyos in consecration ceremony in Latin.

Also have any other bishops been validly consecrated who are in full communion with Rome using the ‘Latin Mass’, since the 1960’s?
