You surely did not allow this tenant to leave without contact information? You still have their rental paperwork, with their credit identification information, emergency contacts, and so on?
Call your local animal control authority concerning your legal responsibility when you’re in possession of an animal that has an owner whose identity you know. Make sure you get a real answer, and not some clerk’s best guess.
Do what the law in your jurisdiction says you are to do. Don’t make up your own rules; you could wind up very sorry.

and probably it was intentional. I think the best thing to do is take it to a no kill shelter. Also, I don’t know your state but if you are in a state that has a local ASPCA like NY or MA, you can call them and inform them that a cat has been abandoned inside an apt. They will come and get the cat for you and you can give them the tenant info and they will contact the tenant.

This is exactly what I meant. If you call the authorities to pick up the animal in that jurisdiction, instead of taking it somewhere yourself, it will be documented that you did the right thing according to the law.
The lawmakers in your jurisdiction have made decisions about what you ought to do in such a situation, OP. Find out what choices those lawmakers have given you, and choose one of those. Don’t make it up as you go along.

Does this satisfy the law with regards to “finding” an animal in your jurisdiction? When you have a landlord-tenant relationship, it pays to know the letter of the law and to follow it to the letter in all things.
For instance, sometimes it is legally required to make an attempt to contact the owner of a found animal, if the owner is known. You may have no right to keep the animal or give it away, rather than turning it in to some animal protection agency. It all depends on the rules in your jurisdiction. If you are a landlord, you’d better be sure you’re following the letter of all laws that have anything to do with prospective, current, or past tenants. Failure to do so can come back to haunt you in a way that similar failures with mere acquaintances would not.
