A host on the floor of the sacristy might reasonably be assumed to be unconsecrated if that is the place where the ciboria are refilled. A host found anywhere in the pews or in the sanctuary should presume to be consecrated and handled in the appropriate manner. Alternatively, one could just assume that any found host is consecrated and treat it accordingly.
