Exorcism of Pope Leo XIII for Priests and Laity

Is the Simple Exorcism of Pope Leo XIII for Priests and Laity allowed to be said by the Laity? I’ve heard some say yes and some say no. It is in my Angelus Missal.
 
Yes, I use it all the time. It is not for the exorcism of persons of course- only priests, with the consent (and power) of their bishops may use the solemn exorcisms of the Rituale Romanum- but you can use it around your home.
 
I remember reading that the laity were not supposed to use prayers that involve speaking to the devil. From what I recall reading, it is OK to ask God to dismiss the devil, but not to do it yourself. Yes we can use it. Usually when this prayer is printed it comes with directions, in an insertion, for the laity, and I believe one phrase is left out as it applies only to a priest/bishop. Where the crosses are, the priest/bishop makes the Sign of the Cross over the person, as in a blessing, whereas we simply make the “regular” Sign of the Cross.
 
Given certain circles some family members of mine frequent, a priest told me to pray this for them. I’m a bit scared though, given that a friend of mine (who is a very non-nonsense person) prayed this in her home and strange things began to happen afterwards). Is it safe?
