Can a lay person take the Blessed Sacrament out of the tabernacle and place Him in the Monstrance?

Yes I believe with the pastors permission if no priest or deacon is available. They may NOT give a Benediction with the Blessed Sacrament after.

There is a liturgical Rite that must be followed. Yes, a layperson has the obligation to follow this Rite including the prayers. Usually there is optional wording for Priest/deacon v/s Lay person when necessary.
