Thank you for being the voice of reason, Fr. David. There are many who will cite a broadcast from YouTube to justify the practice. However, Cardinal Arinze was making his statements as opinion. The letter, to my knowledge, is the first concrete documentation from the CDWDS on the subject. The fact that the letter went point by point should be an important indicator that this should not have been done in the first place. Furthermore, a bishop cannot supercede the Holy See nor can he, on his own initiative, insert something into the GIRM. The only ones who can seek permission to add something to the GIRM by means of an adaptation are the national episcopal conferences, and even then, there are some stringent procedures that must be followed in order to gain Rome’s recognitio. Both…
“This matter is presently under the attentive study of the Congregation.” was how the CDWDS phrased it.
But we also have to keep in mind that the Congregation also made it very clear that “for the present time” these blessings (or pseudo-blessings) are not to be done.
By saying that the matter is under study, that does not mean (as some try to imply) that in the meantime, the directives of the Congregation can be dismissed or ignored.
We don’t know what the final conclusion (if ever there is one) will be. What we do know is that until Rome says otherwise, the probibition against doing these blessings stands.
The letter inquiring about this has become known as the “Japhy Letter” Here’s a link to it
