The document is the technical term for the Bishops to carry out according to their authority. The document doesn’t get into ridgid linguistics issues on how people are to use various titles and terms.Here is the official church stance on what to call EMHCs

[156.] This function is to be understood strictly according to the name by which it is known, that is to say, that of extraordinary minister of Holy Communion, and not “special minister of Holy Communion” nor “extraordinary minister of the Eucharist” nor “special minister of the Eucharist”, by which names the meaning of this function is unnecessarily and improperly broadened.
The Bishops and priest don’t operate in a vacuum where they don’t discuss these issues, nor do they necessarily ignore them.
They use the term, Eucharistic Minister, constantly. Technically, its not correct. Pastorally, its not a big issue.
