Ezekiel 45:22 question

Does the Catholic Church believe that this passage is speaking about the Messiah even though The Church teaches that Jesus was sinless and God incarnate?

This quote is not about the Messiah, it is a prophecy concerning the restoration of Israel, and it is dealing with feasts of the New Cult of the Jews.

No, not every prince (or king or judge) in the Bible represents Jesus Christ. Some, like the one mentioned in this passage, are mere mortals. This passage of Ezekiel seems to provide instructions for the people of a land, including their priest and prince, to honor the Lord with various gifts and sacrifices.

So, who is this prince? Has he come already or is he going to come at some future time?

Ezekiel was a prophet preaching to nations of Judah and Israel who had been exiled into Babylon. Babylon was later conquered by Persia and King Cyrus let the Jews return to Judah to rebuild the temple. Cyrus entrusted the sacred vessels of the temple to Sheshbazzar who is likely the prince Ezekiel had prophesied about.

Cyrus king of Persia brought these out in charge of Mith’redath the treasurer, who counted them out to Shesh-baz’zar the prince of Judah. And this was the number of them: a thousand basins of gold, a thousand basins of silver, twenty-nine censers, thirty bowls of gold, two thousand four hundred and ten bowls of silver, and a thousand other vessels; all the vessels of gold and of silver were five thousand four hundred and sixty-nine. All these did Shesh-baz’zar bring up, when the exiles were brought up from Babylonia to Jerusalem. (Ezra 1:8-11)

Zerubbabel was the Persian governor of Judah and was instrumental in rebuilding the temple. Zerubbabel was somehow associated with Sheshbazzar in a close way but the text is not clear. The name Sheshbazzar abruptly disappears from the narrative in Ezra so there may be two different names used for the same person or something along those lines.

These two characters along with a small number of other faithful Jews were part of the first group of people who brought the vessels back from captivity, rebuilt the temple through much hardship, and began offering sacrifice once again.
