No, You seem to be trying equivocate two completely different things yet you don’t seem to know what they mean. I’m asking you to define them, so I might be able to answer your question.

I actually used the term Reconstruction…which is, historically, what the period after the War was called in the South
 
Didn’t Joseph Smith say that he will determine who goes to heaven and who doesn’t. I don’t know if that would be considered a prophecy or not, but it does seem contrary to what Jesus said.

I believe JS might have said it, but it was Brigham Young who proclaimed it, here:

The reason I asked him to define his terms is, I wanted to make sure he meant what I would mean, which is what you would mean.

Assuming he defined reconstruction and restoration as we would. I would answer his question:
“How is the US needing a Reconstruction different than the church needing a restoration?” this way.

It is not different, it is the same. The southern USA but not all of the USA needed reconstruction after the Civil War just like parts of Christianity, but not all of Christianity my need restoration at times. Like the north it is the Catholic Church that provides the reconstruction.
 
So if something needed restoration, did God fail the first time? Did God let Jesus and the Holy Spirit fail?
