It used to be [fifty years ago] that all the days of Lent [except Sundays] were days of fast and Wednesdays and Fridays were days of abstinence. Over the years that was whittled down to the current status.
The intent was to decrease the mandatory penances and to encourage people to adopt voluntary penances that better suited their situation. Somehow only the first half got accomplished.
It reminds me of the college that introduced a new honor system. It worked out that the professors had the honor and the students had a system
Post VII leaned in the direction of helping the pious do better. I think this is the wrong area to emphasize. The Church should be more focussed on helping the sinner repent and achieve at least a minimum. She is there the to support the bent reed and coax the smoldering wick. We are the Church of the Latter Day Sinners.
