I have a Harper Collins and an Oxford Annotated Study Bible. Both are NRSV but the footnotes are completely different between the two. I also have a couple different editions of the NAB but the footnotes are the same in each. I thought the footnotes were tied to the translation and not the edition. Can someone explain this?

Along the same lines, would the RSV-CE and NRSV-CE have different footnotes than the standard RSV/NRSV since they are Catholic editions?
 
Each publisher typically hires their own authors to write the introductions, study materials and footnotes, so you’re right, the NRSV doesn’t have one set of footnotes in all of its various iterations–The HarperCollins Study Bible (NRSV) will not have the same notes as the Oxford Annotated (also NRSV). If all of them were the same, then there would probably only be one publisher.

Is the NAB an exception? - as I say the Oxford catholic study bible and the St Joseph’s edition look exactly the same to me as far as intros and foot notes.

Yes. To my knowledge the NAB is entirely under the control of the USCCB and anyone wanting to publish an NAB has to do it on the US Catholic Bishops’ terms. Since the NRSV is not controlled by any one church body, there’s more flexibility.
