Fr. George Coyne deist?

I was watching this interview that Richard Dawkins did on former head of Vatican observatory Fr. George Coyne and he claims that God isn’t a God who designs. He says that fine tuning (which is a major part of catholic answers apologist Trent Horn’s argument) is just God of the gaps. And he just really comes across as a deist. Sort of claiming that God doesnt really participate in his creation (even though he will state the opposite at times). Has Fr George Coyne fallen off the deep end? And how can we show that fine tuning isn’t a God of the gaps argument. (link to interview below)
