Free will and kind of predestination

I’m sure that this is a mystery (and probably we will not know that thing never or only after final judgement), how a child if born to 1-2 years go to heaven or limbo (anyway NOT HELL) but if that child will grow, thab he can choose and go to hell for eternity. The conclusion is that this child anyway if will grow, he anyway will chose heaven, if not, my question is why God let some people to grow for chose hell, and other not .
 
The will is either truly free, or the concept of free will is a fallacy, which is absurd. From the Catechism:

1730 God created man a rational being, conferring on him the dignity of a person who can initiate and control his own actions. "God willed that man should be ‘left in the hand of his own counsel,’ so that he might of his own accord seek his Creator and freely attain his full and blessed perfection by cleaving to him."26

Man is rational and therefore like God; he is created with free will and is master over his acts.27

I. FREEDOM AND RESPONSIBILITY

1731 Freedom is the power, rooted in reason and will, to act or not to act, to do this or that, and so to perform deliberate actions on one’s own responsibility. By free will one shapes one’s own life. Human freedom is a force for growth and maturity in truth and goodness; it attains its perfection when directed toward God, our beatitude.

1732 As long as freedom has not bound itself definitively to its ultimate good which is God, there is the possibility of choosing between good and evil , and thus of growing in perfection or of failing and sinning. This freedom characterizes properly human acts. It is the basis of praise or blame, merit or reproach.


“When tempted, no one should say, “God is tempting me.” For God cannot be tempted by evil, nor does he tempt anyone; but each person is tempted when they are dragged away by their own evil desire and enticed.” James 1:13-14

Isaiah 45
7 I form the light, and create the darkness,
I make weal and create woe;
I, the Lord, do all these things.
Footnote: Create woe : God created and controls all aspects of creation (light and darkness, order and chaos).

Examples (baptism by water, desire, or blood):
  • an unbaptized infant that dies before the age of reason: unknown, we only have hope.
  • an unbaptized infant that dies after the age of reason: hell. (Note CCC 847 below.)
  • a baptized infant that dies before the age of reason: heaven.
  • a baptized infant that dies after the age of reason and chooses good: heaven.
  • a baptized infant that dies after the age of reason and chooses evil: hell.
CCC 847 … Those who, through no fault of their own, do not know the Gospel of Christ or his Church, but who nevertheless seek God with a sincere heart, and, moved by grace, try in their actions to do his will as they know it through the dictates of their conscience - those too may achieve eternal salvation.

Maybe a good penance is to read sections of the catechism.
 
Ahhh, the inscrutable designs of GOD, how can we even try to fathom such mysteries.
GOD allows evil to exist, however Evil will not succeed. Your question goes to precisely why, at the end of time there will be the Final judgement. There, we will finally see, what every single action performed by every human being ever alive did and the repercussions down in time, from our first fathers to the end.

The catechism was never meant to be shown to people you were trying to convince.
The purpose of the catechism is to facilitate catechization; its purpose is to be studied by the Catholic teacher so that the Catholic teacher does not forget anything when catechizing, nor teach anything incorrectly.

Theological and philosophical treatises and writings are for discussions with people but not the catechism, which simply dictates the official teaching to be taught, and not overlooked in the teaching.
