This is an excellent site about the activities of the Fraternity of Saint Peter in Finland.

It is awesome, they even do pilgrimages and say the Traditional Latin Masses in churches that were originally Catholic but were stolen from the Church during the so-called “reformation”. (Many of those churches, as well as the Lutheran churches constructed after the “reformation” conserve “ad orientam” altars. The Lutherans in Finland are also not so against religious art and statues as they are say in the States)

After the Reformation, the Catholic Church disappeared from Finland for centuries, finally being officially reinstated in 1929 when it was registered as the Catholic Church in Finland. It has a membership of around 9,000, the majority of whom live in Helsinki and a few other towns in southern Finland. There are seven parishes and one independent diocese that covers the whole country. The majority of the priests and nuns are from Poland. Finland has diplomatic relations with the Vatican.

Most Finns are members of the Evangelical Lutheran Church of Finland (80.7 percent as of 30 December 2008[1]). A minority belongs to the Finnish Orthodox Church (1.1 percent) (see Eastern Orthodox Church). Other Protestant denominations and the **Roman Catholic Church in Finland **are significantly smaller, as are the Muslim, Jewish and other non-Christian communities (totaling 1.2 percent). 16.9 percent[2] of the population is unaffiliated.

Actually, for those who wish to see the E.F. restored as the predominant form of the Mass in the Latin Rite, this is exactly the way to go about it - focus on non-Catholic areas, and win converts. Though, the Third World, which is often the source of immigrants to Europe and the U.S., would be a better focus if this were to be adopted as a strategy, as they would bring their desire for the E.F. to their newfound homes.

Does anyone know if there are any missionary orders (not SSPX or independent traditionalist) that regularly celebrate the E.F. Mass?

Institute of Christ the King. However, they really only have a couple small missions I believe.
