That would be my impression as well. Obviously the inclination is objectively disordered because it is not ordered toward good as God has designed.A disorder is not evil.

You may be surprised at how strict the Church is on this teaching. She clearly states
that both the behavior and inclination are disordered (read evil).
For this reason it is not OK to be homosexual. It is not OK to be disordered. And to tell
someone that it is fine, is to leave them steeped in evil. Tell me how is this charity?
The Catechism also teaches that one can overcome this evil and be truly Chaste, not
only in deed, but in thought and belief also.
