Gifts of the Holy Spirit

We have seven Gifts of the Holy Spirit, which is derived from a passage in Isaiah 11:2 which lists six gifts. Why has the Church added “piety” to the list, making seven instead of six?
 
If you also include verse 3, you end up with the seven gifts.2And the spirit of the Lord shall rest upon him: the spirit of wisdom (sapientiæ), and of understanding (intellectus), the spirit of counsel (consilii), and of fortitude (fortitudinis), the spirit of knowledge (scientiæ), and of godliness (pietatis).
3And he shall be filled with the spirit of the fear of the Lord (timoris Domini). (Isaiah 11:2-3a Douay-Rheims, based on the Latin Vulgate)
