In the first church I was attending (the Immaculate Conception Cathedral, Moscow), Gloria was sung or said on virtually every weekday Mass, outside of Advent and Lent. Already back then it confused me. Is it an allowed practice?

I should note that we had organ music almost every day, if it is of any significance.

Yes. Aside from the days in which the Gloria is proscribed (e.g., as you mentioned, Advent and Lent), the Gloria is always permitted. Sometimes, it is required (e.g., Sundays, certain holydays).

Was this according to the Latin Rite, or the Russian-Byzantine usage? I know it’s the Latin cathedral, but it also serves other purposes.

Absolutely regular Latin rite. The Byzantines only have liturgy once per month there. Moreover, Gloria is not a part of the Byzantine Eucharist, although it is present in their liturgy of hours.
