Is it permissible for all to sing the Glory to God while the priest is blessing the congregation with Holy Water as part of the Sprinkling Rite? From what I can best recollect, a church I once belonged to did this. I think it is a dysfunctional pairing of actions and words.

Nope. These are two different acts/prayers, each with its own meaning.

From the Roman Missal’s Order of Mass:
“Taking the sprinkler, the priest sprinkles himself and his ministers, then the rest of the clergy and people. He may maove through the church for the sprinkling of the people. Meanwhile, an antiphon or another appropriate song is sung.
When he returns to his place and the song is finished, the priest faces the people and, with joined hands, says:
May almighty God cleanse us of our sins, …
The people answer: Amen
When it is prescribed, the Gloria is then sung or said.”
(Roman Missal, Catholic Book Publishing Co., New York, 1985, page 359.)

shouldn’t it be the asperges me, or the paschal version (forget the name) or the modern watered down versions?

I think the 2002 Missale Romanum (Roman Missal) allows other hymns.

But it does suggest one beginning with “Asperges me” outside of Easter.

It has: “…Interim peragitur unus e cantibus qui sequuntur, vel alius cantus aptus.
Extra tempus paschale
Ant. 1
Ps 50, 9
Asperges me, Domine, hyssopo et mundabor:
lavabis me, et super niven dealbabor. …”
(Missale Romanum, Libreria Editrice Vaticana, 2002, ISBN: 8820972719, page 1251.)

I think the “vel alius cantus aptus” means “or other suitable song”. The Latin Roman Missal also makes it clear that the Gloria is after the sprinkling, so it would not be a suitable song during it.

The suggested Paschal version begins: “Vidi aquam egredientem de templo, a latere dextro, alleluia;”
