God manifests regret

1 Samuel Chapter 15, Verses 10-11 state:
Then the Lord spoke to Samuel: “I regret having made Saul king, for he has turned from me and has not kept my command.”

A footnote mentioned:
God manifests “regret” when offered by men, he takes away his benefits, graces and favors. It is not God, but men, who change, to their own detriment.
Please explain.
 
For starters, any time emotion of that nature (emotion as we understand it) is applied to the person of God the Father, we have to keep in mind that it is a human attempt to explain something that is beyond our comprehension. (This is not true for God the Son, however, because he dwelt among us, and experience human emotion as well as divine “emotion”)

Considering the greater context of 1 Samuel 15 I imagine that God’s regret would be something akin to the regret a father feels when their child lies to them. It has nothing to do with foreknowledge, (since, unfortunately, most fathers can expect their children to lie to them at some point in their lives >_>) rather, it is derived from the feeling of hurt and betrayal that comes with such an action.

This is what I take from that passage, though i’ll admit to not being too well versed in the OT.
