When Scripture says that ‘God cannot be tempted with evil’ it means that ‘God has no evil desires within himself and all attempts from outside influences to tempt God to evil will be unsuccessful’.

God provides the necessary graces and blessings to resist sin and then permits His enemies to whisper hints of sin into our minds for how where is the virtue for us in resisting sin, if we have never been tempted and how could He reward us for resisting sin, if we have never been tempted?
Jesus’ example of temptation by Satan shows us the proper way to resist the temptations we face. For instance, He did not argue that all belonged to Him and therefore Satan could not give Him what was His if He did fall down and worship Satan. Instead he simply quoted the teaching of God, that God alone was worthy of the worship of man.
Again when Satan attempted to discover the location of the body of Moses, St. Michael the Archangel simply replied,“I will leave it to My Father in Heaven to correct you.”
When the Angel Gabriel announced to Our Blessed Mother that she was to be the Mother of Jesus, this was not news to her, but knowing that the enemy of God sometimes imitates Light, she simply asked,“How is this to be as I am not to know man?”
By so doing, she left it to God to reveal to whom He chose the nature of Jesus’s conception and avoided the near occasions of sin that could have been present in sharing God’s plan.
These ‘temptations’ found in scripture serve to show us how to live our lives and avoid sin and its near occasions.

It is abnormal for human nature to suffer and die. Our Lord chose to suffer and die; temptation for Him is not exactly the same as for us. The world and the devil would tempt Him from outside, but there was no concupiscence in Him that could pull Him towards sin within His humanity. What He experienced in the Passion is the natural repulsion of the flesh which ought not to die, is not supposed to die, to undergo that separation of body and soul.
Since He was fully human, He would have felt this separation and its preliminaries more than we do. Moreover, He would have felt the abandonment of His Father more than we do (since He was closer to Him than we ever were or could be). It is because He could not sin that when he undergoes this separation of death He experiences “temptation” in a way as we do. But in another way He doesn’t; He was not bent towards sin. He would not have experienced inordinate lust or greed, or gluttony, etc… His trials came from outside though they are experienced inside, e.g., suffering and death. While He has consciousness of being the Son, in His sacred humanity He is able to suffer from forces outside Himself (hunger, thirst, obduracy of others, etc.); and as Man He acquired sensible knowledge, had human emotions and thus could feel sorrow and fear; so He brings what He encounters in His Body to His Father because He is in relation to Him and is the Perfect Man at prayer, submitting His human will (Christ Jesus has two wills, Divine and Human) to the Will of the Father.

Hebrews 4:15 For we have not a high priest, who can not have compassion on our infirmities: but one tempted in all things like as we are, without sin.
You have a problem with the divine mystery of the Incarnation. First, understand that a divine mystery is not something that cannot be understood, but something that cannot be understood completely.
The Incarnation from the CCC:
262 The Incarnation of God’s Son reveals that God is the eternal Father and that the Son is consubstantial with the Father, which means that, in the Father and with the Father the Son is one and the same God.
463 Belief in the true Incarnation of the Son of God is the distinctive sign of Christian faith: “By this you know the Spirit of God: every spirit which confesses that Jesus Christ has come in the flesh is of God.” Such is the joyous conviction of the Church from her beginning whenever she sings “the mystery of our religion”: “He was manifested in the flesh.”
483 The Incarnation is therefore the mystery of the wonderful union of the divine and human natures in the one person of the Word.
