God cares if we act against the moral law because it can potentially break our union with Him and if God is anything He is love, so for us to break from Him who is all love and deny the love that He freely offers, that itself makes Him care. He cares so much that He died on the cross for us.
Using contraception doesn’t fulfill God’s purpose because it frustrates the primary function of the mans seed, which is to procreate. And God does care about us being He created us in order to procreate to carry on to the next generation and in His own image.
