Miss Manners and Emily Post both say you have a year to get them a gift, if you choose to do so. You are under no obligation to get them a gift.
As they are headed to VA in a couple weeks, I have an idea. Get them that nice card. In addition to a nice verse in it, tell them you are waiting until they move to their new home to get their present. Once they get settled, there are tons of things you can do for them, even though they are away, that are inexpensive or can be gathered with time.
As a bride to a young sailor once upon a time, one of the nicest things I received for my wedding way back when was stationery with my married name on it; envelopes to match; a good black pen that did not skip; and a generous package of postage stamps. I know most people nowadays use email or IM or text, but there are still those times when a pen and nice piece of paper in a nice envelope are necessary.
You can also send them a “care package” of packaged food that is particular to your are of the country.
You can call a pizza place or delivery place when you know they have had a bad day, and get them a nice meal. There is even a service called TakeOut Taxi in the Virginia Beach/ Portsmouth area that has some great options.
The whole thing is only limited by your imagination. Good luck with it!
