Can someone be filled with the holy spirit before they are baptised? Can someone receive graces before being baptised?

Actual graces (temporary assistance) can be received before baptism, in fact prevenient grace is absolutely necessary for faith itself, and also for the very beginning of faith. (Ref: Canon 5, Council of Orange.)

Catechism
2000 Sanctifying grace is an habitual gift, a stable and supernatural disposition that perfects the soul itself to enable it to live with God, to act by his love. Habitual grace, the permanent disposition to live and act in keeping with God’s call, is distinguished from actual graces which refer to God’s interventions, whether at the beginning of conversion or in the course of the work of sanctification.

I think it depends upon what the context is. Certainly actual grace and sacramental (sanctifying) grace, and also charismata, are from the Holy Spirit. If the topic is justification, then that means sacramental (sanctifying) grace.

Catholic Encyclopedia states that:
The gifts of the Holy Ghost are of two kinds: the first are specially intended for the sanctification of the person who receives them; the second, more properly called charismata, are extraordinary favours granted for the help of another, favours, too, which do not sanctify by themselves, and may even be separated from sanctifying grace.

Yes. Proof of this is St. Cornelius. He and his cohort received the Holy Spirit before Baptism.

Acts 10:The Baptism of Cornelius. 44 While Peter was still speaking these things, the holy Spirit fell upon all who were listening to the word. 45 The circumcised believers who had accompanied Peter were astounded that the gift of the holy Spirit should have been poured out on the Gentiles also, 46 for they could hear them speaking in tongues and glorifying God. Then Peter responded, 47 “Can anyone withhold the water for baptizing these people, who have received the holy Spirit even as we have?” 48 He ordered them to be baptized in the name of Jesus Christ. 49 Then they invited him to stay for a few days.
