Yes, assuming one is available.

Priests have a responsibility to keep a stole available: within reason.

If a priest has to make a decision between hearing someone’s confession without a stole or refusing/delaying someone’s confession for no reason other-than he has no stole, then the value of absolving the sinner is the greater value.
