What about a hardboard Mass book or book specifically made for toddlers?
 
I’m looking into “quiet books” right now. I’ve found some Bible-based ones, but all the Mass or Catholic versions I can find are just patterns. I’m not crafty, so that’s a little disappointing.

I can’t help for mass and catholics books for toddlers in English, but I am sure that they exist.

Maybe you can try with a (online or a shop) Catholic library to look on their list? Or a Catholic editor?

As your child is very little, maybe you would have to wait a little for him being interested in the books you will find.
 
very well said Fr Reynolds. It should be what we heard everywhere.

However I want to add something. From my experience, the main problem faithfull have with noisy children at mass is not that it interrupt their silence. I am sure that it can be, but they complain more of that it interferes in what they heard.
