Harrowing of Hell and Old Testament Prophets

I hope everyone is doing well…

Someone please help me understand how Old Testament prophets such as Moses and Elijah are presumed to be in Heaven as evidenced by Elijah being taken up in a chariot of fire and both Moses and Elijah conversing with Jesus at the Transfiguration. How is this possible since the Harrowing of hell had not yet taken place and the gates of Heaven were closed to humanity from the fall?
 
Moses is dead; Elijah is not dead.

Excerpt from Great Vespers with Litiya for the Feast of the Transfiguration:

Moses who saw God, and Elias who was taken up in the flaming chariot,* contemplated You in the cloud, O Christ our God;* for You are the author of the Law and the fulfilment of the Prophets.* They were witnesses of Your Transfiguration.* With them make us worthy of that same brightness,* that we may sing Your praises forever, O Lord.
