Has Pope Francis changed Church teaching on capital punishment?

2267 of the Catechism of the Catholic Church allows Capital Punishment in limited circumstances, while noting the circumstances where it is jutifiable are “veryrare, if not practically nonexistent”.

Pope Francis has indicated he does not believe it is justifiable under any circumstances.

Does this constitute a change of teaching by the Church on Capital Punishment?

St. John Paul said something similar. These are the personal opinions of these two popes and not the Church’s official teaching on the subject.
