Have you ever read or were taught the believers authority?

What do you think of

Or what is the believers authority?
 
I never heard of it.
I googled and it looks like some book written by some Protestant preacher I’ve never heard of (e.g. not Billy Graham).
Therefore, I think I won’t bother with it.

Yes, Catholic’s are taught that the idea of autonomy of conscience or rejection of the Church’s authority is a mistake, however it is important to hear and follow the voice of conscience:
1779 It is important for every person to be sufficiently present to himself in order to hear and follow the voice of his conscience. This requirement of interiority is all the more necessary as life often distracts us from any reflection, self-examination or introspection: Return to your conscience, question it. . . . Turn inward, brethren, and in everything you do, see God as your witness.51
1792 Ignorance of Christ and his Gospel, bad example given by others, enslavement to one’s passions, assertion of a mistaken notion of autonomy of conscience, rejection of the Church’s authority and her teaching, lack of conversion and of charity: these can be at the source of errors of judgment in moral conduct.
