Yes, in the NT when you go to Jerusalem you ‘go up to Jerusalem’. When you leave Jerusalem 'you go down ’ to Antioch. Jerusalem was on a high plain and much of the area around it was below sea level, so when going to Jerusalem you were always going up and when leaving you were going down.

Just agreeing with previous poster. The passage suggest that Paul made a quick visit to Jerusalem. It is true that Jerusalem is over two thousand feet above sea level, and that is why you are always going up to Jerusalem and down to anywhere else. I also have read that to the Jews it did not matter where a traveler was originating from you spoke of going up to Jerusalem and down to anywhere else. I imagine Luke adopted the expression.

“Went up” does not always refer to Jerusalem.

*Abraham went up to Beer-sheba (Genesis 26:23)
Judah went up to Timnah (Genesis 38:12)
Spies went up to the Valley of Eshcol (Numbers 32:9)
All of Israel went up to Bethel (Judges 20:18)
**The Philistines went up to Jezreel *(1 Samuel 29:11)
Elisha was mocked for going up to Bethel (2 Kings 2:23)
David went up to Ba’al-pera’zim (1 Chronicles 14:11)

Ver. 22. He went up. To Jerusalem is most probably understood, that being the chief object of St. Paul’s journey. It seems rather extraordinary that St. Luke should have omitted the express mention of the city. But having told us his object was to be at Jerusalem, he perhaps thought it was enough to say, he went up. (Calmet) — In Palestine, the expression, to go up, was sometimes taken for going up to Jerusalem. (John vii. 8. 10; John xii. 20; Acts xxiv. 11) And reciprocally in Acts chap. xxiv. 1. to go down, is taken for going down from Jerusalem to Cæsarea. (Bible de Vence) — He went up. In the Scripture, when Antioch and Cæsarea are simply mentioned, Antioch, in Syria, and Cæsarea, in Palestine, are uniformly designated. — To Cæsarea, not in Cappadocia, but in Palestine, from whence he went up to Jerusalem, and then down to Antioch, in Syria. Tim, is there a passage in the Bible that speaks about going down to Jerusalem?

The context of passage as posted I don’t think it meant ***the Valley of Eshcol, or ***Ba’al-pera’zim
