What i would answer is

I would like to see health care professionals and plan providers propose what they would like to see the system like to provide high quality care.

I didn’t vote because I don’t like any of the choices.
I think they need to form a committee that consists of doctors, insurance officials, medicare officials, medicaid officials, etc. Have the folks who actually have to deal wtih the paper work and who know the actual costs of things be the one to come up with the details.
