Heaven and hell before jesus

hello, hope you can help me.
Before Jesus’ resurrection did all those who died just go to some sort of limbo, or was there a heaven and hell from the start ?

Scripture says in Matthew 25 that hell was created for the devil and his angels so my guess is that it predates the resurrection.

The just who died before Jesus are said to have been in a place like the limbo postulated for infants. It was also known as “The Bosum of Abraham.”
