If person insult to holy spirit can he go to heaven?

No. The cleric in union with the college of Bishops is not the master of the Word of God, but its prime servant.

I assume you are asking about blasphemy against the Holy Spirit?

If so then the Church sees that as rejection of God’s mercy up to death.

An insult to the Holy Spirit can be forgiven in confession.
