St. Paul was trying to restore order to public services of the Church. It seems the ladies, in their eagerness to understand, were speaking out of turn and being disruptive, taking on the role of teacher for which they hadn’t been anointed/given permission. It doesn’t mean that women can’t be teachers or hold other offices of importance. Several women were prophetesses and filled other important roles in the early Church.
