Help: Where is this article about how to correctly introduce changes to the liturgy?

I remember having read an liturgy blog post (probably on NLM or Fr Z) about two temptations and the correct, but difficult via media regarding the shaping of the liturgy in parishes. The first temptation is to resign completely in trying to re-introduce traditional elements like Latin and Gregorian chant, and the other temptation is to re-introduce them forcefully without caring about what the parishioners think. The correct, but difficult way, is to patiently introduce changes step by step, while catechizing the parishioners about the reasons for them. I think that it was a conference by Bishop Alexander Sample, aimed to his seminarians or priests. However, I have not been able to find this article by searching for Bishop Sample’s name on the said blogs, so maybe I have rememberee incorrectly. Please, if you know what article I am referring to, help me to find it.
