Well the Anglican church would be unlikely to have a problem with this, certainly the Church of England are okay with someone who would “normally recieve communion in their own church” receiving.

The answer to all 3 questions is no. An Anglican, or other protestant Christian, may not receive Catholic Communion except in extreme circumstances involving danger of death.

A Catholic should never receive Anglican communion. Anglican clergy cannot con-celebrate a Catholic Mass. The reason for this is that Anglican Holy Orders are not valid, from the Catholic point of view.

No.
The only exceptions are “grave necessity” and there are other conditions, conditions which can never be dispensed, including that the person must manifest Catholic faith in the Eucharist, including the necessity of a validly ordained priest. It must be physically or morally impossible to approach an Anglican minister—this condition cannot be dispensed, and is nearly impossible to meet in ordinary circumstances.

He most likely knows it, but has decided to disobey. Sad, as he is leading others in that disobedience.
