If the Solemnity of the Ascension has not been moved to next Sunday in your diocese, then today IS a Holy Day of Obligation.
 
In most places in the world, today IS a holy day of obligation.

However,

Many diocese (such as my dear Portland) in the United States have moved the celebration of this feast to this coming Sunday, making today no longer a holy day.

Check with your diocesan website to find out if this is the case for you or not.
