Holy Water Necessary for Blessing?

When a priest blesses an object such as a rosary or medal, is it licit for him to do so without the use of holy water? What are the rules on this sort of thing?
 
No, Holy Water isn’t necessary. Think about it - the priest doesn’t sprinkle the Hosts at Mass with Holy Water before the consecration, does he? Nor does He sprinkle someone he’s about to confirm, marry or ordain either.

If a sacrament can be validly celebrated without use of Holy Water, how much more unnecessary is it for a simple blessing of a sacramental!

Only if the Book of Blessings requires it.
