What are the names of the items a priest or deacon uses to bless a congregation or individual, or group of people?

Is it allowed for someone not ordained to use them to do this?

No, the laity are generally unable to bless a congregation or individual. However, the laity may use holy water to bless things which we are able to bless, such as ourselves, or our own food, or a father blessing his children. There is nothing to stop you from using an aspergillum and aspersorium in this way.
