our city is overrun with tents and homeless people sleeping in all the parks and playgrounds. Our city council needs to step up and stop enabling unhealthy behaviors, and provide resources.

It’s the same in my city, and it’s the same all over. Homelessness is an epidemic on the rise, more dangerous than COVID-19.
 
Paranoid does not equal fear, known or unknown. She is afraid and it’s justified.
Everyone wants to feel safe
Especially in their own home and protected by the head of the household.

Also there are different types of backyards. In my neighborhood this would violate HOA rules and my backyard is bordered by at least two others.
Not to derail the thread, but this is something that always puzzles me. The power the Homeowners associations have in the US. In Ireland you could buy a house in a place and what you do in your house and back yard is your business, within reason obviously. If you have band practice every night in your yard, the police will soon be knocking on the door. Nobody is compelled to pay dues to such an organisation though. We do have gated communities where they have such groups but generally these are inhabited by older individuals.
 
Many people in US choose to live in a place without an HOA, and there are many such homes available, especially older homes.

My husband and I decided many years ago we wanted no part of HOA’s controlling stuff like what color we might paint our door.

I think HOA’s often fill a gap when people live so far out of a city that there aren’t municipal codes governing stuff like whether you can paint your door blue or have someone camp in your yard. Trouble is, the HOA officials often get to be rather like little dictators. Also, people who live in those types of places are looking for a lot of uniformity and generally those who buy property there are okay with HOA restrictions.
 
Thanks for the explainer. We don’t really have anything like that here. We have residents associations in some neighbourhoods but it’s an entirely voluntary group.
 
Just to let you know – the friend has gone to live at the local mission (Union Gospel Mission) and has quit drinking, I think they have a program to help him with that. So good news. When he stayed with us he was hiding beer cans under his bed, so if he’s quit that’s great.
