Homilic trespassing?

Perhaps it is required viewing for all parishes, and I can see why the bishop would require it in every Mass, but I cannot see why the bishop would require it to replace a valid homily rather than placed in the correct place after the post-communio and before the final blessing.

the content and style of these speeches by the administrator that co-share the homily of the priest are not directly aimed at any request for funds or liturgical assistance (altar servers, Eucharistic admins, etc.). These addresses are reflections, mostly in novel form, that one might find, say, in a Catholic magazine column contribution. These reflections seem to mostly serve to ‘supplement’ the homily given. Any parish concerns such as contributions or the like are reserved for the announcements just before the Mass dismissal, which I realize of course, is fine.
