Its not really propaganda. Its the opinion of Cardinal Zen, who is Chinese. Doesn’t mean he’s objectively right…but it is his opinion. (And yes bishops are allowed to respectfully criticize the Pope).
 
But do the views of Bishops usually make it into the news?

Every opportunity is taken by some groups to criticize the Holy Father.

It’s unprecedented.
 
I wonder how the Vatican-China agreement can possibly work unless China changes its policy of persecution of all religion.

Formerly the Vatican recognized only bishops which it had approved, not those illicitly consecrated by the state sanctioned Catholic Patriotic Association. In fact, those bishops were subject to automatic excommunication.

Under the new agreement, the Chinese communist government will be allowed to nominate bishops for Vatican concurrence. Under current Chinese policy, all religion is to be “Sinicized,” that is, made into primarily Chinese organization. And persecution of non-government approved religious communities has continued, even after signing of the Vatican-China agreement, whose details remain secret.

Cardinals are meant to be listened to by the Holy Father. It is all part of the dialogue which Pope Francis begs for as well as his call for clerics not to be rigid. The Holy Father wants people to speak the truth, to not pretend and lie. This Cardinal is doing what any Cardinal should do for his sheep---- he is suppose to lay down his life for his sheep.
