How can a priest forgive sins?

HOW CAN A PRIEST FORGIVE YOU FOR YOUR SINS? WHERE IN THE BIBLE DOES IT SAY ANY HUMAN BEING CAN FORGIVE YOU?
 
Jesus granted authority to forgive sins on his behalf to the Apostles and they, in turn, conferred this authority on to their successors: "Jesus said to them again, “Peace be with you. As the Father has sent me, even so I send you.” And when he had said this, he breathed on them, and said to them, “Receive the Holy Spirit. If you forgive the sins of any, they are forgiven; if you retain the sins of any, they are retained.” (Jn 20:21-23)
