How can Mary make the 15 promises of the Rosary?

When you read them it seems only God could make those promises. Did God give her the authority to make them?

Probably as a grace of God to her.

The same way St. Michael can make promises to those who recite his Chaplet.
 
I concur with Sarcelle. In God’s infinite wisdom, mercy and grace, He endowed certain prayers with specific promises, which He then gave Mary, the Saints and Angels the grace to communicate to us, the Church Militant. Apart from Him, these promises could not have come about.
 
Just remember these promises are not Church teachings. Catholics may or may not accept them.
 
As others have said, they are not church teachings, so don’t have to be believed
 
Mary is Queen of Heaven and Earth,since she was the one that introduced the Rosary,she make the promises,so that we would know that those that say the Rosary, will be granted those promises,meaning, we give are Devotion to her,threw the Rosary. AMEN
