A priest does not have to understand your language in order to give absolution. If I speak Polish and there is no Polish speaking priest, I can go to the priest who speaks only Korean and be fully absolved.
So, if someone who speaks only ASL cannot find a priest who understands ASL (BTW, it is worth a call to the Chancery office to see if there is a priest who DOES sign) and they do not feel comfortable with an interpreter, then they are not required to write down their sins. They can simply sign the confession and the priest gives absolution. Priest could write the penance down on a slip of paper.
